Opportunities get identified, sized loosely, discussed, and then either absorbed into business as usual or attached to a plan nobody expects to hold. Six months on, nobody can say whether it happened or what it was worth.
The gap is rarely analysis. It is the moment of commitment: who owns this, what is it worth, and what has to be true before we spend.
Approved in the plan, released when the conditions are met. Ready sooner, it goes sooner. Ready later, the commitment still stands. The conditions do not move.
Each gate answers a question rather than reviewing work completed. People prepare differently for a decision than for a progress update.

That takes a business from an opportunity set to a funded, owned and sequenced portfolio. It does not take it to finished.
Each initiative leaves as an overlay: a specific change, a named owner, an expected effect, and the condition that releases the resource. It feeds whatever planning process is already in place.
What comes out is quantified, whatever the answer. Sometimes the prize is substantial and near-term. Sometimes it is modest. Sometimes the arithmetic says the business is performing well and the remaining headroom is longer-term, which is a useful thing to know before committing a year to finding it.
An initiative is not finished when it is delivered. It is finished when it shows up in the numbers everyone is already working to.
Getting there needs a change forum, and in the first instance we keep it separate. The planning cycle reports what the business expects. The gates decide what will change it. Neither absorbs the other without losing something, and a separate forum stops the slower initiatives going quiet when trading gets difficult.
It thins as the portfolio matures, and the end point is integration into the existing rhythm, amended where that rhythm needs it. Throughout, the numbers live in one place. No second set of books.
